Millennion (ミレニオン, Mirenion ), sometimes translated as the Organization, formerly known as the Syndicate, was a crime syndicate similar to that of a mafia that controlled the city, Billion, and are the main antagonists in the original Gungrave game and its anime adaptation. It boasted a huge tree of connections to various areas around the globe and a center command called The Family.

Code of Iron[]
The Family followed a "Code of Iron", which maintained that nobody was to betray the Family, even not its own members. Betrayal was punished by death, although Harry spared Lee in front of the backup gunmen sent to hold Lee at gunpoint and neither was gunned down, suggesting that only members of the Family were responsible for carrying out the Code of Iron, only they had the authority to carry it out, or the gunmen selected by Harry preferred Harry's leadership to the Code of Iron. Bear interprets the Code of Iron as only applicable to members of the Family, assuring the retired Big Daddy that whatever he had done post-retirement, he was not liable to the Code of Iron.
Betrayal[]
Big Daddy was the founder and original leader but was eventually betrayed and usurped by Harry, who took over as the new boss. In the game's continuity, after Harry's death, Millennion has either been scattered or no longer exists due to Grave have killed all the higher-ups in his assault on Harry's airship. In the anime's continuity, Millennion is under Biscoe's command after Harry is ousted.

Big Four[]
The Big Four (四天王 Shiten'nō , lit. "Four heavenly kings") is a group of the top brass within Millennion and are considered Harry McDowell's closest aides.
The Big Four are a group of four top executives that are mainly responsible for carrying out direct orders and upholding Millennion's reputation. They are trusted with important tasks or sensitive information and are vital players in the decisions that Harry make.
During the latter half of the Gungrave Anime and Game, they are focused on destroying Beyond the Grave per Harry's orders. The Big Four are ruthless in their endeavors, going as far as kidnapping Mika Asagi and murdering Gary and Widge to root out supporters (Anime).

"Kawashira Group/True Grave"[]
True Grave was the hit squad started by Brandon Heat and Bunji Kugashira. Most of the hitmen look up to Brandon not only for his ability but also for his willingness to aid the members of his squad financially if need be.
The members of True Grave are less accepting of news of Brandon's betrayal than Bunji is, questioning Bunji on the veracity of the incident and objecting to Bunji's ruthless assassination tactics after the latter assumes control of True Grave. Bunji then proceeds to rename True Grave the "Kugashira Group".
The members of the newly christened Kugashira Group are presumably wiped out by Bunji himself over the course of the next thirteen years, as Bunji is said to prefer working alone and indiscriminately kills the people he works with out of disdain for their perceived incompetence.
"Overkill"[]
The Overkills are Bear Walken's personal squad of hitmen, numbering twelve in total. They are first seen barraging the necrolized Blood War with gunfire when the latter holds Brandon, Harry, Lee, and Bunji at gunpoint.
Thirteen years later, Bear still retains his Overkills, but prevents even a single one of them from becoming Orgmen. They are personally disbanded by Bear shortly before his fight with Grave, but they band together again to respect his last wishes by protecting Harry and Sherry.
The Overkills are finally wiped out by gunfire and rocket launchers from the insurgent executives' subordinates.
